The purpose of the Skills Development Act of 1998 is to advance the skills of the South African labour force and to improve the quality of life of workers and their prospects of work. The Skills Development Levies Act of 1999 states that every employer must pay a skills development levy on a monthly basis as part of SARS declarations.
We offer Skills Development Facilitation Services to employers that are contributing towards the SDL and that is to ensure that they receive their mandatory grants refund by submitting a WSP/ATR and also to benefit from the skills development initiatives which will be made available by their relevant SETA.

Are you claiming back your Skills Development Levies from SARS?
Does your business have an annual turnover that is more than R 500 000? If that is the case, 1% of your payroll expenditure goes to SARS in the form of a tax called the Skills Development Levy (SDL) and that is being paid on monthly basis together with your Pay As You Earn (PAYE) and Unemployment Insurance Fund (UIF).
The SDL is a tax on employers in South Africa that funds employees’ training and development needs. The levy is intended to assist employers improve the skills of their employees, which can lead to increased productivity, competitiveness and a skilled and knowledgeable workforce.
How can a company claim back their SDL from SARS?
An employer can claim their SDL through a mandatory grant or through a discretionary grant. The mandatory grant is a comparative process whereby an organization can claim back up to 20% of their SDL by being up to date with SDL payments, providing professional training to their workforce and submitting their Workplace Skills Plan (WSP) and Annual Training Report (ATR) to the relevant SETA.
The WSP must indicate the employer’s training plans for the coming year, on the other hand the ATR needs to state all training implemented in the previous year including the number of employees who participated and the type of training intervention they went to.
The discretionary grant is the type funding whereby an organization is reimbursed for implementing accredited training leading to a formal qualification (PIVOTAL) and that could be learnerships, internships, apprenticeships, and bursaries.
